Don't install DBD::Sybase with the 'cpan' command.  Do it the old-fashioned way by downloading the tarball and doing 'perl Makefile.PL' and 'make test', 'make install'.

The test suite tries to connect to a database server, but unless you are running it interactively there is no chance to enter a working server name, username and password to run the tests.
