Subject: DBD::Sybase test suite create procedure

The test suite for DBD::Sybase tries to create a stored procedure.  But if
permission is denied it doesn't do a very good job trapping the error.  It
should notice the error and skip the test, reporting it as 'skipped' rather
than failed.

Also the message that prompts for a database name, userid and password
should make it clearer that one with ability to create stored procedures
is preferred.
