$bcp = new Sybase::BCP $user, $pass, $server; #etc.
Just calling DBSETLPACKET() by itself doesn't tell perl in which package to
find the sub, so it checks for main::DBSETLPACKET (which doesn't exist,
because it's not exported to the main:: namespace by default).
