Michael,
For some reason, $INC is picked up from the ENV variable instead of the one
defined in the Makefile. How do you make it possible for the make to use the
inner $INC?

Something's really weird - because the compile line doesn't include
-I/opt/sybase/include...
What does your CONFIG file look like?
