Changes:

	Fix AutoCommit = 0 problems introduced with 0.15 for MS-SQL or older
	Sybase server (ie TDS 4.x protocol connections).
	Add syb_dynamic_supported $dbh attribute to check whether the connection
	supports ?-style placeholders.


This release *should* fix the problems with CS_OPT_CHAINXACTS that
people were having when connecting to MS-SQL server.
The syb_dynamic_supported attribute (read-only) can be used to test if
the connection supports ?-style placeholders, and avoid the fatal
error that is generated if you attempt to use placeholders with a
connection that doesn't support it at the protocol level.
