Subject: sybperl 2.11 config bug

I just noticed that the CONFIG file for sybperl 2.11 has EMBED_SYBASE
set to 1 by default. This is a mistake and should be set to 0 by
default.
If EMBED_SYBASE is set to 1 the installed CTlib and DBlib modules will
force the SYBASE env. variable to be whatever the SYBASE entry is in
CONFIG. You *can't* override this by setting the environment variable
before running your scripts.
The fix is to edit CONFIG and reset the EMBED_SYBASE value to 0, and
then rebuild and reinstall.
