Subject: can't open interface file

I am trying to install sybperl-2.09 to go with perl5.005_02 under AIX 4.3.1. 
make test fails with the message
"Sybase error: Could not open interface file"
followed by
"Can't call method "isql" on an undefined value at t/bcp.t line 47"
Then it says it failed tests 2-9 (no surprise at this point).

Yes, I did specify the interface directory in the CONFIG file.   It worked
fine
on another machine (AIX 4.2.1) using the same id/password/database, and the
database in both cases is on this machine.  And the interfaces file is
world-readable.

Am I missing something simple?
