We had that problem here as well.
Perl scripts that worked fine on Solaris 
was giving that charset error on NT. 

The two solutions we came up with was to
1) install the cp850 char set,
or 2) if($^O eq 'MSWin32')  {
         DBSETLCHARSET( $CharSet );
      }
in your scripts, ( Of course, if you're always on NT, the 
if statement is superfluous), where $CharSet is the likes
of "iso_1"  (the number one, not an 'el' ), which works
nicely around here. Eventually, the DBA installed the cp850,
and there was much rejoicing.
