OK - this one is familiar. You have /usr/lib in LD_LIBRARY_PATH before 
$SYBASE/lib. Both Sybase and Solaris have libintl.so, and because of
your LD_LIBRARY_PATH setting the incorrect one gets picked up when
perl loads the CTlib.so shared object.

You should remove /usr/lib from LD_LIBRARY_PATH (it's almost never
needed) and try again.
