     The places that I have seen that wanted something called 'sybperl' 
     that they could execute just have a symlink to 'perl' called 
     'sybperl'.

There is not separate sybperl binary for perl 5 if you build with 
dynamic loading enabled. Did you set LINKTYPE=static in the CONFIG 
file?
If not, then you simply need to put a
     
use Sybase::DBlib;
     
or
     
use Sybase::CTlib;
     
in your perl scripts to access the Sybase functions.
