Your installation of the Sybase OpenClient libs is incomplete. You
need to have a number of include files (ctpublic.h among them) in
$SYBASE/include, and a number of library files in $SYBASE/lib. If
those two directories are empty then contact your DBA to get the
OpenCLient package installed, find a machine that has OpenClient
installed and build sybperl there, or contact Sybase to purchase
OpenClient.
