I had a very similar symptom a few weeks ago when first attempting CGI
scripts with sybperl.  It turned out that some directories in my Sybase
tree were not accessible to world.  In my case, I had to set the
read/search bits on  /usr/local/sybase/locales (chmod a+rx locales).
