Unfortunately I don't have an ETA for a new port of sybperl to NT.
However I have heard that DBD::Sybase 0.04 has been built successfully
on NT with perl5.004. The only changes needed were in the Makefile.PL:

*** 60,64 ****
!     if ( $^O eq 'MSWin32' ) {
!         $lib_string = "-L$SYBASE/lib -llibct.lib -llibcs.lib
-llibtcl.lib -llibcomn.lib -llibintl.lib $attr{EXTRA_LIBS} -lm";
!     } else {
!         $lib_string = "-L$SYBASE/lib -lct -lcs -ltcl -lcomn -lintl
$attr{EXTRA_LIBS} -lm";
!     }
--- 60 ----
!     $lib_string = "-L$SYBASE/lib -lct -lcs -ltcl -lcomn -lintl
$attr{EXTRA_LIBS} -lm";

So this might be a temporary solution for you...
