Had the same problem.  I'm assuming you're doing a static compile (which
you should do).  Simply make a copy of the library libsybtcl.a named
libtcl.a in the same directory you installed the ctlib distribution
(i.e. /opt/sybase/lib/libtcl.a).  Then try recompiling.

Worked for me!
