You probably forgot to write an interfaces file in /usr/sybase which is the
default place for such a file. The script tries to connect to the server named
SYBASE in the interfaces file. On the server-machine you have an interfaces
file because the server needs it too and it is installed during the server
configuration.

BTW: Do you have a sybperl binary for BSD/OS, SCO or HP/UX?
